Department Overview

Fostering onsite specialists in development cooperation

Since changing from a recipient country of the 1990s to a donor country today, South Korea has been carrying out a variety of development & cooperation projects for socio-economic development in the developing countries in terms of development & cooperation NGO undertakings and social contribution activities of companies not only at the governmental level but also at the civil level. The budget of Official Development Assistance (ODA) of South Korea of 2019 reached up to 3.49 trillion won with the increase of 14.6% compared to that of last year. It is expected to be constantly rising until accomplishing 0.7% of gross national income, the UN’s proposed recommendation level. With the quantitative growth of development & cooperation projects, qualitative advance is equally required. For the purpose of this, it is vital to have a so-called “onsite specialists” who can organize and perform projects based on the understanding of demand and context of development & cooperation field to produce desired results.

The realm of development& cooperation is immensely diversified covering administration, agriculture, economic development, healthcare, education and urgent humanitarian assistance. Therefore, it is necessary to count on specialists by each area and it is essential to have integrated management specialists who understand, coordinate and control these main areas. In particular, the presence of a variety of people concerned in the field of development & cooperation is highly important. For instance, they include local governmental officials, community leaders, religious leaders, local representatives of civil associations, journalists and staff members of international agencies. Specialists in this discipline require excellent communication ability, control ability and cultural sensitivity to communicate by figuring out concerns, interests and influences of all people concerned.

For this reason, based on analysis by type of diverse development & cooperation projects, which are currently being carried out in the developing countries, we selected the following areas that lack onsite professionals despite the urgent need.

  • Psychosocial assistance oriented to children and women exposed to humanitarian critical situations such as major disaster and armed clash

  • International health to prevent and take action against infectious diseases caused by poor nutrition and drinking water sanitation problems as well as non-infectious diseases due to lack of awareness

  • Start-up based on valuable properties of the region or asset-based regional development to boost local economy based on social values such as cooperatives and social enterprises

Students majoring in Global Development & Cooperation will build core competencies to carry out activities in the relevant field and respond to the needs of communities of international development & cooperation, through basic theories of development & cooperation and major courses by area.

Special Features & Benefits

In the development & cooperation sites, we need competencies of special generalists by area including disaster relief, international healthcare and community development as well as those of general specialists who coordinate and manage projects based on knowledge and experience in varied sectors. Therefore, the educational objectives of Department of Global Development & Cooperation to build these competencies can be summarized as follows:

  • Fostering innovative thinking abilities to cope with complex development & cooperation duties based on convergence knowledge by key area.
  • Building multicultural communication capabilities to form partnership through communication with heterogeneous people concerned in the field.
  • Improving global civic consciousness contributing to fulfilling Sustainable Development Goals (SDGs) defined by the UN.
Convergence and innovation

In the early 1990s, it was possible to execute and manage development & cooperation projects only with simple approach methods. However, with rapid urbanization in developing countries and complication of society by influences of ICT, it is necessary that demand and solutions of development & cooperation should make more diverse and integrated approaches as well. Considering this, Department of Global Development & Cooperation of Seoul Cyber University designed convergence curriculum through cooperation with other majors, which are closely related to various development demands. Moreover, our decisive and innovative subjects and non-subject programs facilitate preparation for competencies required for employment and re-employment of students.
