Seoul Cyber University Signs Double-Degree Agreement with Maqsut Narikbayev University in Kazakhstan

Seoul Cyber University (SCU) signed an agreement with Maqsut Narikbayev University (MNU) in Kazakhstan on September 15^th (Tue) to operate an AI + X bachelor’s double-degree program for AI-based interdisciplinary education. The program commenced this semester.

The agreement was formally signed at the Four Seasons Hotel Seoul in conjunction with the state visit to Korea by President Kassym-Jomart Tokayev of Kazakhstan, with the Minister of Science and Higher Education of Kazakhstan in attendance.

Located in Astana, the capital of Kazakhstan, MNU is the first university in the Commonwealth of Independent States (CIS) to receive institutional accreditation from the UK’s Quality Assurance Agency for Higher Education (QAA). The university also offers programs accredited by internationally recognized educational and professional organizations, including FIBAA, ACCA, CIMA, ICAEW, and the CFA Institute. MNU is recognized as one of Kazakhstan’s leading private universities for its academic excellence, ranking first nationwide in multiple fields including: law, international law, business, psychology, and applied linguistics, in the 2025 university program evaluation conducted by Atameken, Kazakhstan’s National Chamber of Entrepreneurs.

The double-degree program is an international bachelor’s degree program conducted entirely in English. SCU will provide education in AI, while MNU will offer specialized education in fields such as finance, economics, and business management. Through this interdisciplinary curriculum, the program aims to cultivate globally minded professionals capable of applying artificial intelligence across diverse fields. Students who fulfill the graduation requirements of both universities will earn two bachelor’s degrees: MNU’s Bachelor’s degree in Artificial Intelligence & Frontier Systems and SCU’s Bachelor’s degree in AI Engineering.

President Lee Eun Joo said, “This double-degree agreement with MNU will serve as an opportunity for both universities to further advance AI-based interdisciplinary education.” She added, “We hope this partnership will create meaningful synergy between the two institutions. Seoul Cyber University will continue to expand educational cooperation programs with universities around the world.”

Meanwhile, in 2021, SCU established a bust of Abai Kunanbayev, Kazakhstan’s national hero and one of the country’s most revered poets, on its campus as part of its cooperation with the National University of Arts, Kazakhstan, in promoting cultural and artistic exchange between Korea and Kazakhstan in commemoration of the 30th anniversary of diplomatic relations between the two countries.
